The guidelines are intended to be used as an Annex to an the OPEP to meet the requirement of the EU Safety Directive 2013/30/EU to indicate oil spill response effectiveness. The guidelines give generic response effectiveness based on regional weather data and oil type for seven common response systems. The intention is that only the regional weather information specific to their operating location is used. Operators can then extract the ‘Response Effectiveness Guidance’ relevant to their particular oil type, as described using the ITOPF oil classification.
