Infrastructure Code of Practice, Regulatory Framework and
Practical Commercial Negotiations

Building upon the hugely successful and popular ICOP workshops run in 2008-2014, Oil & Gas UK, has updated both the presentations and practical exercises to incorporate  recent developments and changes in legislation and practices.


This one-day workshop has now been extended to encompass additional content aimed at providing delegates not only with a deeper understanding of the legislation, codes of practice and industry developments, but  also the opportunity to negotiate the agreement close out phase by participating in an additional syndicate exercise. In this new course, the focus is on the practical aspects of using the code, and delegates will be encouraged to share their experiences and network with their counterparties.


The course comprises a combination of presentations by industry experts, discussion and group exercises designed to illustrate issues affecting infrastructure access and examples of ways in which these could be approached. The content of the course will explain the perspectives of all parties to a negotiation and cover the processes from a request for access, through an indicative offer, to closing out the negotiation, with practical advice on how best to use the ICOP and Guidance Notes.  The course is run by experienced consultants and DECC with assistance from the industry’s Code of Practice Champions’ Network.


It covers

  • Introduction on the background, intent and development of the ICOP
  • Legislative and legal context
  • Update on industry/PILOT initiatives on access to infrastructure and Wood Review
  • Practical advice on using ICOP and Guidance Notes
  • Three role-playing group exercises exploring issues and approaches to starting negotiations, assessing the opportunity an closing out negotiations


To underline the importance of effective integration of different disciplines in teams working on Access to Infrastructure issues, the workshop is designed for commercial, legal, technical and operational staff and consultants either already working in this field or expecting to do so in the future.


Delegates will be given some pre-read material ahead of the course and, on the day, provided with a folder containing hard copies of the most recent versions of:

  • ICOP and Guidance Notes
  • DECC Guidance Notes on regulatory intervention
  • Course presentation slides and notes
  • Exercise outlines and model answer sheets
