OSR Technical Group

The Oil Spill Prevention and Response Advisory Group (OSPRAG) recommended that a new forum be established, under the governance of OGUK, to take forward projects initiated under OSPRAG and to maintain a proactive industry position on oil spill response. The forum is known as the “Oil Spill Response Forum” (OSRF). The OSRF fulfils the Maitland recommendation 2.5 and is jointly chaired with the Offshore Petroleum Regulator for the Environment and Decommissioning (OPRED).

Following the successful engagement of industry and the generation of potential workscopes, the framework of the forum is being changed to a Technical Working Group for 2019. The OSR Technical Working Group (TWG) will offer members of OGUK and other interested stakeholders the opportunity to discuss and engage on a variety of oil spill response and preparedness topics. The membership of the group is targeted to those with specialist knowledge enabling decision making and progression of workstreams. The more general discussions and information sharing will be covered in the OGUK Environment Forum.

Available to:

Open to all members and invited guests who are the Company Specialist or who have the relevant technical expertise and knowledge of oil spill response and preparedness.

Active participation as required will also be invited by other stakeholders, such as industry trade associations, industry experts, the regulators, the response providers, the Statutory Nature Conservation Bodies, academia and the science community. Such participants shall be afforded the same opportunity as OGUK members’ representatives to speak openly and to contribute to the TWG discussions and debates.

Available to: Open to all OGUK Operator and Contractor members and invited guests who are the Company Specialist or who have the relevant technical expertise and knowledge of oil spill response and preparedness.

Objectives

The Objective of the OSR TWG is to facilitate the development and maintenance of an effective, robust and sustainable oil spill response capability on the UKCS.

To be delivered through a process of:
• Reviewing and recommending response strategies relevant to the UKCS, taking global knowledge into account through active monitoring.
• Maintaining liaison between industry, regulators, nature conservation bodies, response providers, specialists and academia
• Creating and resourcing workgroups to action work when identified by the TWG
The remit of the OSR TWG does not include the capping or containment of flowing wells. This remains within the remit of the OGUK Wells Forum
